The rule is simple in principle: private property, no permit. Public right-of-way, permit. The complication is that a lot of driveways end at a sidewalk that is public.
Driveway placements
No permit needed on your own driveway or private lot in Irvine and neighboring cities, provided nothing overhangs the sidewalk or blocks a fire access route.
Street placements
